Travis County Jury Convicts Man Charged with Murder
Travis County, TX — On Tuesday, May 27, 2025, a Travis County jury convicted Elvin Salvador Tinoco-Orosco, 37, of murder.
Jury selection for Mr. Tinoco-Orosco’s trial started on Monday, May 19, 2025, and testimony began on the following day. On Tuesday, May 27, 2025, the jury began deliberations and, on the same day, found Mr. Tinoco-Orosco guilty of murder. On Thursday, May 29, 2025, the jury sentenced him to serve 20 years in the Texas Department of Criminal Justice.
On October 16, 2023, the Austin Police Department arrested Mr. Tinoco-Orosco and charged him with murder in connection with the death of his cousin, Jader Francisco Tinoco Salgado, age 38. The Austin Police Department received a 911 call from security officers reporting a shooting in the parking lot of a shopping center located at 2237 E Riverside Drive. The security officers stated that they found an unresponsive man with a gunshot wound to the head and another individual covered in blood in that parking lot.
When Austin Police Officers arrived on the scene, they attempted life-saving measures on the shooting victim, but he succumbed to his injuries. Officers at the scene interviewed another witness who said he saw the defendant and the victim arguing in the parking lot, after which the defendant shot the victim. The security officers also stated that they had seen Mr.Tinoco-Orosco drag the victim and then saw the victim’s body fall on top of the defendant shortly before the police arrived. Police later discovered a handgun in the driver’s seat of the defendant’s vehicle that he used to shoot his cousin.
On December 21, 2023, a Travis County grand jury indicted him for the offense of Murder.
Assistant District Attorneys Habon Mohamed and Willa Cockshutt presented the case against Mr. Tinoco-Orosco with the support of Victim Counselor Lolita Rattler, Investigator Fred Spencer, and Paralegal Devota Swenson. Austin Police Department Detectives Katy Conner and Richard Spitler investigated the case.
